Who can benefit from the APA and according to what criteria?
The APA helps finance, fully or partially, expenses related to staying at home or receiving care in a medical-social facility. It can notably be used to pay for home-care assistance services.
To be eligible, a person must:
Live in France in a stable and regular manner (at home, with a relative, with a family host, or in an assisted living residence).
Have a level of loss of independence assessed between GIR 1 and GIR 4 , according to the national AGGIR scale (GIR 5 and 6 do not qualify for APA).
The APA is granted without a means-testing requirement; however, the amount awarded varies depending on the beneficiary’s level of dependency and income.
How can you receive APA?
After reviewing the application, a medico-social team from the department visits the applicant’s home to assess their overall situation (level of independence, environment, needs, and presence of a caregiver). Following this visit, a personalized support plan is proposed.
The APA is paid monthly by the Departmental Council , either directly to the beneficiary or to the relevant home care service providers.
How to apply for APA?
1. Obtain an application form
The application form can be obtained from the Departmental Council , the CCAS (municipal social action center) of your municipality, or an information point dedicated to older adults. Depending on the department, the application may sometimes be completed online.
2. Prepare the application file
The completed form must be accompanied by several supporting documents (ID, tax notice, bank account details, proof of income, and sometimes a medical certificate).
3. Submit the application
The file is sent to the Departmental Council by mail (preferably by registered mail) or delivered directly in person.
4. Home assessment
A medico-social team visits the applicant’s home to assess the level of loss of independence and the applicant’s needs.
5. Proposal and decision
A support plan is proposed. The beneficiary has 10 days to accept it or request adjustments. The final decision is made by the department within a maximum of two months after receiving the complete application.
